The property owner's letter, read by staff, supported developing his land, saying the soil is poor, the fields are overgrown, and he can no longer farm it after moving away.

Co-owner of Lemon Springs Meadows LLC explained the 46-lot design follows soil testing — unsuitable soils become HOA open space — and argued growth is coming whether the county likes it or not.

Owner of a neighboring strawberry farm asked the board not to rezone three acres across from her farm, citing blind-curve traffic safety, construction impacts, and conflicts between new homeowners and farming practices.
